BILL VAN SKIKE
President and Chief Executive Officer
As President & CEO, Bill Van Skike oversees all operations at California Planting Cotton Seed Distributors. Under Mr. Van Skike’s leadership, the organization has evolved into a highly sophisticated seed company with research facilities, breeding programs, seed production and processing facilities, and many highly successful patented cotton varieties. He joined CPCSD in 1993 as office manager where he added to his extensive experience in seed sales, crop financing, lint merchandising, and cotton ginning. Mr. Van Skike was appointed President of CPCSD in February 1998. Prior to joining CPCSD, he worked with the Bruce Allbright Agency in cotton merchandising and in grower and government relations. He also worked as a gin manager for Producers Cotton Oil where he was named Gin Manager of the Year in 1990. Mr. Van Skike received a B.S. degree in Finance in 1982 from California State University, Fresno. In 1986, he also received an M.B.A. from California State University, Fresno. |

DAVID CHESNEY
Vice President, Finance and Administration
As Vice President of Finance and Administration,
David Chesney manages financial and cost accounting matters,
working capital issues, financial analyses, and provides administrative
support for California Planting Cotton Seed Distributors.
He joined CPCSD in 2000. Prior to this, Mr. Chesney
worked as Controller for D.M. Camp and Sons, a diversified
farming operation, and was Vice President of Deposit Operations
and Management Information Systems for the Bank of Stockdale
(now Valley Independent Bank). A 1984 graduate of the
University of California, Davis with a B.A. in Economics,
Mr. Chesney also received his M.B.A. from California State
University, Bakersfield in 2002. He is a member of the
Beta Gamma Sigma Honor Society for business graduates and
the Institute of Management Accountants. |

JOHN PALMER
Vice President, Sales and Marketing
As Vice President of Sales and Marketing, John
Palmer oversees all marketing, sales and production activities
for California Planting Cotton Seed Distributors. He
joined CPCSD in 2000 as Vice President of Sales and Marketing.
Prior to this, Mr. Palmer was U.S. Cotton Operations Leader
for Phytogen Seed Company, LLC. He began his career
with the J.G. Boswell Company in 1980 where he held various
management positions over a 19-year span. Mr. Palmer
received a B.S. Degree in Plant Science from the University
of California, Davis in 1978 and an M.S. in Agronomy from
Kansas State University in 1980. |

DR. STEPHEN OAKLEY
Vice President, Research and Development
As Vice President of Research and Development, Steve Oakley oversees the research, development, and commercialization of cotton varieties for California Planting Cotton Seed Distributors. Dr. Oakley joined CPCSD in 1985 as an assistant cotton breeder to Dr. H.B. Cooper, and was appointed Director of Research and Development in 1988. During his tenure, more than twenty new cotton varieties have been released by CPCSD. Prior to joining CPCSD Dr. Oakley was a research assistant with the University of Arkansas from 1980 to 1985 where he managed the UA cotton breeding and germplasm program, directed by Dr. Brad Waddle, at the Fayetteville campus. A 1977 graduate of Utah State University with a B.S. in Plant Science, Dr. Oakley received his M.S. in Crop Science (Plant Breeding and Statistics) from Oregon State University in 1980, and his Ph.D. in Agronomy (Plant Breeding) from the University of Arkansas in 1985. |
